Iraq Global Compact Local Network Iraq is preparing the ground for an official launch in the fall of 2011. The launch of the Local Network is an objective agreed upon by the Government of Iraq and UNDP's Private Sector Development Programme (PSDP-I).

The launch will follow recent efforts of the UN and partners to strengthen the role of the private sector in Iraq and introduce in parallel the importance of CSR and the UN Global Compact principles to Iraqi national and local counterparts. Such efforts have taken a faster pace during 2011 following UNDP-PSDPI’s launch of a CSR project aimed at establishing the UN Global Compact as a vehicle to enhance the impact of Iraq businesses on development and their reputation with international investors.

Following the launch, the Local Network Iraq with undertake a variety of workstreams. They will focus on creating a governance structure designed and agreed upon by Iraqi members. They aim to conduct awareness and advocacy activities to expand the number of Iraqi network members, and support participant activities, such as facilitating development projects and adhering to reporting requirements. In addition, they plan to identify priority areas for the Iraqi context and develop local business cases and best practices.

The United Nations envoy for Iraq has encouraged the Government, the Council of Representatives and citizens to continue to promote and protect human rights, stressing that it is their responsibility to make the respect of human rights a reality in their country.

“The Government must do all it can to ensure that its human rights obligations are met – and in particular that journalists and human rights defenders are protected,” said Martin Kobler, the Special Representative of the Secretary-General and head of the UN Assistance Mission for Iraq (UNAMI), at an event in Baghdad yesterday to mark Human Rights Day, which is observed globally on 10 December every year.

“Eleven civil society activists were killed in 2010 and this shows that there are still challenges that hinder the enjoyment of freedom of expression and that must change,” said Mr. Kobler.

The Government must do all it can to ensure that its human rights obligations are met – and in particular that journalists and human rights defenders are protected.

He emphasized the importance of social and economic rights, including right to education employment and access to social services. “These rights, together with political [and] civil rights, are of crucial importance for the youth of the country, who represent more than half the population and they represent its future,” he added.

Mr. Kobler also presented awards to a number of Iraqi human rights defenders, honouring them for their work in promoting rights.

“It is by their example, their courage and their convictions that we learn how we, too, can become human rights defenders,” he said.

On Sunday, Mr. Kobler participated in function organised by Iraq’s Human Rights at Baghdad University where he addressed the gathering and had an interactive discussion with the students.

Mr. Kobler’s outgoing deputy, Jerzy Skuratowicz, today took part in marking Human Rights Day at the Iraqi Council of Representatives, where he delivered the keynote address on behalf of UNAMI.

UN ready to assist Kuwait, Iraq normalize relations - official

United Nations - Kobler described the withdrawal of US troops from Iraq later this month as an "important milestone" in Iraq's history, as the country "rebuilds and strengthens its relations with regional and international powers".

He also conceded that the task ahead will require further progress on the security front, praising the Iraqi Security Forces for assuming the full control of the security of the country during the last few months despite the terrorist attacks which affect the lives of hundreds of citizens across the country.

"After the withdrawal of US forces from Iraq, it is of particular importance that democratic standards, including respect for rule of law, in relation to electoral processes and human rights are safeguarded and further advanced. There must not be a roll back," he insisted.

On this issue, Al-Bayati told the Council that the next year "will bring great challenges and responsibilities for the Iraqi Government after the US forces withdrawal by the end of this year".

However, he added, the "strategic framework agreement between Iraq and the US will highlight the relations between the two countries in the next stage on all political, economic, technical, cultural, and scientific levels".

He told the Council that Iraq has "worked hard" during the past few months "to improve its defensive capabilities to stand in the face of terrorist attacks, to protect internal security and to save democracy in Iraq".

He said the Arab Summit will be held in Iraq next March, as scheduled.

"It is the right time to hold the Arab summit, because it is very sensitive and important for the Arab world after the changes that happened in the region, " he said.

On the Oil sector, Al-Bayati said that after "decades of wasting the wealth of the natural gas" associated with Iraq's Oil, the Southern Gas Company has signed an agreement of principles with Shell and Mitsubishi Oil companies last October to establish a joint company to benefit from the natural gas in Basra.

He indicated that crude oil exports for the month of September totaled 63.1 million barrels with an average daily export output of 2.1 million barrels, and that the Oil Ministry is currently aiming at increasing its production levels to 2.9 million barrels a day, close to this year's goal of three million barrels a day.

Kobler finally appealed to Iraq to extend the deadline to shut down Camp Ashraf, which hosts some 3,400 Iranian opponents to the regime in Tehran, beyond December 31st.

Iraq has repeatedly stated its intention to close down the camp by the end of this year and to transfer its residents to another location until countries are found outside Iraq where they can resettle.

"There is real danger of confrontation and even violence unless a mutually acceptable solution is achieved," Kobler stressed.

He said the UN High Commissioner for Refugees (UNHCR) is "ready to begin the verification and interviews for the purposes of refugee status determination. However the process will take time to complete. Clearly, the situation cannot be fully resolved before the December 31st deadline".

"I therefore appeal to the Government of Iraq to extend this deadline in order to permit adequate time and space for a solution to be found. This would also helpfully lower the existing tensions," he said.

Kobler also appealed to governments worldwide to "step forward and offer to accept Camp Ashraf residents to resettle in their countries".
He said he is traveling to Belgium later today to discuss the issue with Government officials.

On the other hand, he welcomed Iran's readiness to receive those residents who express a desire to voluntarily return to their home country with the assurance that their welfare and safety will be respected.

United Nations Member States are required to receive and resettle the Iranian opposition in Iraq

Ashour: Iraq government must bind US to annul Chapter VII sanctions before withdrawal

Iraqiya List advisor Hany Ashour urged Iraqi government on Monday to abstain from concluding any agreement with the United States before receiving a commitment that ends UN Charter chapter VII sanctions on Iraq. Chapter VII prevents the recuperation of Iraq’s sovereignty following the expected US withdrawal by the end of the current month, Ashour declared.

“According to Iraqi government, the security agreement concluded with Washington in 2008 which set the timeline of US troops’ withdrawal from Iraq at the end of 2011 was intended to release Iraq from Chapter VII clause,” Ashour told a statement issued on Monday which Alsumarianews received a copy of. “Nothing changed and security agreement’s clauses as well as the strategic framework agreement were not fully executed,” he added, a source told Alsumaria.

“US troops’ withdrawal does not imply the recuperation of Iraq’s full sovereignty as long as the country is still subject to UN Charter Chapter VII,” Ashour indicated calling Iraqi government to “abstain from concluding any agreement during upcoming negotiations with the US without prior commitment to end chapter VII sanctions within a determined timeline.”

“Iraqi government should expose all facts to the Iraqi people before engaging in any new agreement with the US Administration regarding US trainers, military cooperation and Iraqi forces’ state after the withdrawal of US military,” Ashour revealed. “The government should also bind the US party to end Chapter VII sanctions over Iraq,” he stressed.

Secretary-General of the United Nations Ban Ki-Moon incited Iraq, on November 16, 2010, to fulfill its commitments towards Kuwait especially regarding UN’s resolution number 833 concerning borders’ demarcation in order to annul provisions of UN’s chapter VII. The International Security Council for its part decided, on December 2010, to maintain immunity over Iraqi money and extend Oil revenues’ deposit in UN’s development fund for Iraq until the end of 2011. This situation implicates that the execution of sanctions on Iraq is carried on by virtue of Chapter VII.

UN Charter Chapter VII includes 13 articles. Resolution number 678 of the year 1990 which calls Iraq to withdraw from Kuwait is one of the chapter’s clauses. Iraq is still facing chapter VII sanctions because of the issue of Kuwaiti prisoners and missing citizens’ remains in Iraq as well as Kuwaiti properties.

Briefing and Consultations on Iraq

On Tuesday (6 December), the Council is expecting a briefing from Martin Kobler, head of the UN Assistance Mission in Iraq (UNAMI), followed by consultations. This is the first time the Council will receive a briefing from Kobler, who assumed his duties in Baghdad on 8 October, succeeding Ad Melkert.

The latest report of the Secretary-General on UNAMI, published on 28 November, is the first report since resolution 2001 asked the Secretary-General to report to the Council every four months on the progress made towards fulfilling UNAMI’s responsibilities.) Kobler’s briefing is expected to highlight the recent political and regional developments in Iraq contained in the report.

In addition, Council members are likely to want more information on the security situation in Iraq as well as the social unrest over the last few months.

Another area that could be brought up for discussion is Iraq’s progress towards ratification of the Additional Protocol to the Comprehensive Safeguards Agreement and the Comprehensive Nuclear-Test-Ban Treaty in accordance with resolution 1957 adopted on 15 December 2010.


(Resolution 1957 requested the Secretary-General to report to the Council by December 2011 on progress made by Iraq on its commitment to ratify the Additional Protocol to the Comprehensive Safeguards Agreement and meet its obligations under the Chemical Weapons Convention.)

While no outcome is expected from tomorrow’s meeting, some Council members might be interested in discussing ways of assessing progress on issues in Iraq more closely in 2012.


Members are also likely to be conscious that the planned withdrawal of US military forces by the end of the 2011 may have an impact on UNAMI’s security and could require changes to the mission’s composition.

Beginning of the meetings of the International Conference on Energy and the possibility of economies of developing countries towards the use of energy for peaceful purposes and clean in Geneva today 29/11/2011 in the presence of specialists in the field of energy (oil, gas and electricity), and like Iraq at this meeting, Ambassador Permanent Representative Mohammed Ali Hakim and the official economic file in the Representation of the Republic of Iraq, was a group discussion of the main themes in clean energy from production to use, storage and export, and a large number of speakers, their visions for the use of energy increased in twenty years to come, The Nobel Laureate in Physics Dr. Carlo Rubia overview of the access developed and developing countries on clean energy and the need for developing countries to the increasing energy of all kinds, and spoke of the Secretary-General of the United Nations Development about the importance of saving energy in all its forms for the growth of the economies of developed and developing countries together, as the representative of the Atomic Energy Organization in Vienna, a comprehensive overview of the needs of countries, especially in the Middle East to the continuous and clean sources of energy.

This continues the work of meetings of the Conference for two days during which countries offer their experiences in obtaining new sources of sustainable energy and clean including the use of nuclear energy for development and energy.
